CHINA RAILWAY will apply the new train working diagram as of 00:00 on June 20 to the national railways. The new TWD is expected to boost prosperous economy and society, by upgrading quality and efficient services in passenger and freight transport, and enabling a shorter inter-city travel time.
Firstly, the improved capacity and quality of the HSR network in central China facilitate and accelerate travelling by rail. AS the Beijing-Wuhan section of Beijing-Guangzhou HSR operates at 350 km/h under normalized high operation standard, the new TWD is applied to capacitate the overall optimization in train operation over the HSR network in central China. The optimization centres upon Beijing-Guangzhou HSR, and covers Shijiazhuang-Taiyuan, Shijiazhuang-Jinan, Xuzhou-Lanzhou, Zhengzhou-Chongqing, Zhengzhou-Taiyuan, Zhengzhou-Fuyang, Wuhan-Shiyan, Shanghai-Chengdu and other HSR lines. Specifically, the TWD allocates 42 additional EMU trains via Beijing-Wuhan section of Beijing-Guangzhou HSR, changes operation sections for 24 EMU trains and adjusts operation routes for eight EMU trains. 57 trains of 350 km/h high standard will be put into operation, covering 16 provincial-level regions, to further cut the inter-city travel time, and enhance the stimulating effect of the railway network. In the new TWD, the minimum duration for travel departing from Beijingxi is cut to 1:01 (to Shijiazhuang), 2:11 (to Zhengzhoudong), and 3:48 (to Wuhan). For cross line operation departing from Beijingxi, the shortest travel duration is compressed to 5:16 (to Changshanan), 7:38 (to Guangzhounan), 4:11 (to Xi’anbei), 6:08 (to Nanchangxi), 7:31 (to Chengdudong), and 8:20 (to Guiyangbei).
Secondly, Zhengzhou-Chongqing HSR and more new lines are given full play in effectively helping boost regional economic and social development. The new train working diagram incorporates the transport capacity of such new lines as the Xiangyang-Wanzhou Section of Zhengzhou-Chongqing HSR, Puyang-Zhengzhou Section of Jinan-Zhengzhou HSR, and Hotan-Ruoqiang Railway, to provide greater support for regional economic and social development. As the whole line of Zhengzhou-Chongqing HSR was completed and put into operation, up to 106 EMU trains will be operated daily on the Xiangyang-Wanzhou Section and the operation time from Beijingxi to Chongqingbei will be cut to 6 hours and 46 minutes, which is 4 hours and 24 minutes shorter than that before diagram adjustment, and 4 hours and 23 minutes and 4 hours and 57 minutes from Zhengzhoudong and Hankou to Chongqingbei respectively, facilitating communication and exchange among the Beijing-Tianjin-Hebei urban agglomeration, Central Plains urban agglomeration, Wuhan metropolitan area and Chengdu-Chongqing economic circle. On the Puyang-Zhengzhou Section of Jinan-Zhengzhou HSR already open to traffic, up to 55 EMU trains will be operated daily, and the fastest train from Zhengzhoudong to Puyangdong will only take 52 minutes, making travel more convenient for people in northeastern Henan. After the opening of Hotan-Ruoqiang Railway, two conventional passenger trains and eight freight trains will be put into operation, and passenger trains will be launched on the Hotan-Ruoxiang-Urumqi route, facilitating travel services for people of the local ethnic groups and freight transport along the line.
Thirdly, the functional improvement and adjustment at major passenger stations in Beijing further improve the comprehensive service capacity of the railway hub in the capital. The new train working diagram brings into full play the capacity of Beijing Fengtai Railway Station upgraded lately, and makes overall functional improvement and adjustment to main railway stations in Beijing, in an attempt to relieve service pressure of existing stations such as Beijing Railway Station and Beijingxi Railway Station, and further improve the comprehensive service capacity of the railway hub in the capital. To be specific, Beijing Fengtai Railway Station mainly takes charge of EMU trains running on Shijiazhuang-Taiyuan HSR via Beijing-Guangzhou HSR, as well as the conventional trains running on Beijing-Kowloon Railway and Beijing-Yuanping Railway and those stopping for transfer at the railway hub in Beijing, involving the initially scheduled 120 passenger trains (46 high speed trains and 74 conventional trains). The 12 conventional passenger trains of Beijing-Guangzhou Railway originally originating from and terminating at Beijing Railway Station are adjusted to Beijingxi Railway Station, and the 5 conventional passenger trains originally handled at Beijingdong Railway Station are adjusted to Beijing Railway Station. The new diagram also includes 6 additional EMU trains for the Qinghe-Huhehaotedong Section and 8 for the Qinghe-Zhangjiakou Section on Beijing-Zhangjiakou HSR.
Fourthly, more freight trains are allocated for greater contributions to stabilizing the economic fundamentals with smooth logistics. Additional freight trains will be put into operation, and continuous efforts will be made in the tough battle to increase freight transport, so as to ensure the smooth railway freight transport and the stabilized industrial and supply chains, and fully satisfy the transport demands of key materials that are essential to the national interest and people’s livelihood such as epidemic prevention supplies, thermal coal, and agricultural materials. For Haolebaoji-Ji’an Railway, 38 additional freight trains are scheduled, including two 10,000-ton heavy haul trains, to further improve the southward transport capacity of coal produced in northern China. For Lanzhou-Xinjiang Railway, 6 freight trains are added, to further improve the outbound coal transport from Xinjiang. For Luohe-Fuyang Railway and Mengmiao-Baofeng Railway, four freight trains are added respectively, to further improve the regional freight transport capacity. CHINA RAILWAY steps up efforts in maintaining the continuous growth of CRE trains and the stabilized operation of the New Western Land-Sea Corridor trains, taking advantage of the optimized operation plan of cross-border freight trains, and giving full play to the role of China-Laos Railway as a strategic corridor, to serve the domestic and international dual circulation and boost stabilized and upgraded foreign trade.
Fifthly, passenger and freight transport are further coordinated with epidemic prevention and control in pursuit of continuous improvement of railway service quality. Continuous efforts will be made to tighten the epidemic prevention and control at stations and on trains, and build a strong defense line against the spread of the epidemic through railways, conscientiously adhering to the general strategy of “guarding against inbound cases and domestic resurgences” and the “dynamic zero-COVID” policy. CHINA RAILWAY will continuously improve the service quality of railway passenger and freight transport, with additional 36 Fuxing intelligent EMUs to be operated on schedule. Many provincial capitals, including Nanchang, Guiyang and Kunming, will launch the debut service with Fuxing intelligent EMUs. The high speed railway network in central China will be operated under an optimized train number system, in an effort to gradually establish a systematic train number range respectively for the up and down traffic, to further improve the train number identification. Services such as quiet carriages, upgraded business seats, new ticketing system, and railway safe pass code will be introduced to Beijing-Guangzhou HSR, with constantly improved specific measures. The public-benefit “slow trains” will continue playing their role to serve the people of special areas such as the former revolutionary base areas, areas inhabited by minority nationalities, remote and border areas, and support the rural revitalization. The 95306-platform services will be optimized, to promote online processing and centralized acceptance of freight transport, and continuous efforts will be made to improve the convenience and customer service experience, in a bid to raise the freight transport efficiency and reduce logistics costs.
CHINA RAILWAY will maintain flexible capacity adjustment up to the “one day one diagram” strategy during the implementation of the new train working diagram, to further adapt to the changes in passenger and cargo consignee demand.
