Recently, China Railway Co., Ltd. officially released "the Railway Development Program for Building China into a Strong Country in Transportation in the New Era” (hereinafter referred to as the “Program”), in the form of a systematic top-level design document, clarifying the development blueprint of China’s railway sector in the next 30 years. For the first time, it has proposed that China will take the lead in becoming a country with a modernized railway network of high-quality service, strong guarantee and internationally advanced technology, and will finish building itself into a country with higher level of modernized railway network by the middle of this century. This program has blown the horn of motivating China’s railway people and opened a new chapter in building China into a strong country in transport with the railway sector as the lead for a new era.
Guided by Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era, this program has implemented the major decisions and deployment of building a strong country in transport made by the 19th National Congress of the Communist Party of China, earnestly implemented the Outline for the Construction of a Strong Country in Transport issued by the CPC Central Committee and the State Council, practiced the motto People’s Railways for the People, benchmarked itself with international advanced standards, and pointed out the direction of striving to promote the high-quality development of railways and take the lead in building a strong modern railway player. The introduction of the Program is of great significance for better serving the construction of modern powerful socialist country, meeting the people’s growing needs for a better life, and promoting the high-quality development of railways in the new era.
The Program clearly outlines the strategic objectives and road map of the “two-step” project of building China into a strong country in transport with the railway sector as the lead in the next 30 years, and two stages have been defined for the period from 2021 to the middle of this century. The first stage is from now to the year of 2035, during which China will strive to take the lead in becoming a country with a modernized railway network of high-quality service, strong guarantee and internationally advanced technology. And this stage focuses on achieving “3 world-leading, 3 world-class, and 3 comprehensive enhancement goals”, that is, world-leading infrastructure scale and quality, technology, equipment and scientific, technological innovation capabilities, service quality and product supply, and world class transport safety, management, and modern governance capacity, and fully-enhanced environmental protection advantages, integrated transportation backbone status, logistics, support and leading capabilities and international competitiveness and influence.
