After fully implementing the guiding principles outlined in the Report to the 20th National Congress of the Communist Party of China, CR followed the important instructions and guidance of President Xi Jinping on railway work. With the education and implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as a powerful driving force, CR adhered to the strategic positioning of the national and people’s railways. It coordinated passenger and freight transportation, promoted the enhancement of transportation quality, efficiency, and effectiveness, and focused on building a modern railway transportation service system. CR served as the “locomotive” for supporting and driving China’s modernization construction, contributing to the continuous overall improvement of the economy through railway services.
In the first half of the year, with the steady improvement of economic and social development, railway passenger traffic showed a trend of recovery and growth. CR actively adapted to the demand of the passenger market, strengthened passenger transportation organization, scientifically formulated train operation plans, and continuously launched new initiatives to provide convenient services for passengers, creating a safe, orderly, and comfortable travel environment.
Improving transportation capacity with precision and sufficiency: From January to June, an average of 9,311 passenger trains operated daily on the railways, an increase of 11.4% compared to the same period in 2019. CR effectively utilized big data from the 12306 railway online booking platform, strengthened monitoring and analysis of ticket presales, and increased passenger capacity. Local railway departments established a rapid response mechanism for capacity allocation to cope with sudden increases in passenger flow and flexibly operated additional passenger trains. During the Qingming Festival, May Day holiday, and Dragon Boat Festival, CR adopted measures such as adding overnight high speed trains, sleeper trains, and normal-speed trains to increase transportation capacity between key areas, popular destinations, and tourist cities, fully meeting the travel needs of passengers.
In the first half of the year, the supply of regional passenger transportation products was further optimized, making personnel exchanges between different regions more convenient. The resumption of trains between Hong Kong and the mainland on the Guangzhou-Shenzhen-Hong Kong High Speed Railway covers 49 cities and 68 stations in the mainland, with 182 trains running between Hong Kong and the mainland daily, which has resulted in a continuous increase in passenger flow. Since the opening of the international passenger train on the China-Laos Railway, it has sent over 33,000 cross-border passengers as of June 30. In service of the coordinated development of the Beijing-Tianjin-Hebei regions, CR increased the capacity of the Beijing-Tianjin Intercity Railway by 27,600 seats per day during peak times. The number of operating routes reaching key tourist cities continues to increase, and premium tourist train brands like “Panda Express,” “Hulun Buir Express,” and “Meihe Express” have contributed to the development of the tourism economy. CR has continuously improved public service “slow train” facilities, providing convenient conditions for people in remote areas to travel.
Adhering to the development ideology that puts people first, CR vigorously improves the level of railway public services, comprehensively enhancing the inclusiveness, balance, and accessibility of railway transportation services. In the first half of the year, CR implemented preferential child tickets based on age and optimized student ticket purchasing rules and key passenger service measures, serving 380,000 key passengers such as the elderly, children, patients, people with disabilities, and pregnant women. Up to now, the number of routes implementing new ticketing systems, such as multi-ride tickets and commuter passes, has increased to 51, and the coverage of the Railway Travel QR Code has expanded to over 3,400 trains. The number of stations offering online meal ordering services has reached 79. New functions, such as 12306 online seat selection and student ticket verification, operate smoothly. These initiatives are in response.
With crowded stations and the echoing sound of freight yards, a dynamic China is moving forward.
In the first half of the year, the capacity of railway freight transportation continued to improve. The national railways loaded an average of 177,000 trains per day, transporting 1.05 billion tons of coal, an increase of 1.6% compared to the previous year, including 777 million tons of thermal coal, which increased by 13.1%. In the first quarter, railway freight transportation remained at a high level, and the daily loading volume set a new record. In the second quarter, CR proactively responded to shifts in freight transportation, bravely confronted challenges, and took the initiative in finding solutions. Weekly freight volume increase dialogue meetings were held to urge relevant railway departments to develop and implement tailored plans for “port to rail” transportation in key ports and regions such as Tianjin Port. It established and improved coordination mechanisms in different railway departments, promoted full-chain marketing of bulk cargo, stabilized, and expanded the foundation of bulk cargo transportation, fulfilled medium and long-term coal contract delivery, and transported key materials such as grain and fertilizers, stabilizing freight loading and actively promoting freight volume increase.
Enhancing the capacity for smooth and unimpeded transportation, serving national major strategies, and the well-being of the people, the strong sense of political responsibility and mission has turned into specific actions.
Optimizing transportation organization continuously: CR fully leverages the advantage of centralized and unified command of the entire railway network, coordinates high speed and conventional trains, and integrates key nodes to continuously improve the transportation efficiency of the railway network. In the third quarter train operation schedule, CR will optimize the structure of mainline freight trains, further enhancing the capacity of freight transportation between Xinjiang and the other parts of the country. It will increase the number of trains on key freight transport routes such as the Lanzhou-Urumqi High Speed Railway, Shenyang-Shanhaiguan Railway, Haolebaoji-Ji’an Railway, and Beijing-Kowloon railways, with 98 additional freight trains, to meet the demand for coal exports from Xinjiang, northern coal transport to the south, and northern grain transport to the south. CR will also increase direct express cargo trains and rural revitalization trains to provide support for modern logistics development and rural revitalization. By utilizing new ports, CR will increase the number of CRE trains, ensuring stable operations for the New International Land-Sea Trade Corridor trains and the China-Laos Railway cross-border freight trains.
In the first half of the year, the CRE trains have operated 8,624 times, carrying 936,000 TEUs, with year-on-year increases of 15% and 29%, respectively. To date, the CRE trains have reached 216 cities in 25 European countries.
CR effectively utilized the expansion, upgrading, and capacity optimization of port stations, along with the expansion of CRE trains.. It facilitated customs clearance for railway imports and exports, optimizing scheduling timetables. CR also developed CRE cold chain transportation and offered tailored services, enhancing the information management of CRE trains, and further solidifying the international logistic brand of CRE trains. To provide high-quality services for the “Belt and Road” initiative, CR reinforced the organization of international intermodal transport and ensured the smooth and stable operation of the international supply chain and industrial chain. In the first half of the year, the New International Land-Sea Trade Corridor trains dispatched 424,000 TEUs of goods, showing a significant year-on-year increase of 10.4%. Additionally, the China-Laos Railway transported 2.3 million tons of cross-border goods, marking an impressive growth rate of 202% compared to the same period last year.
Serving the overall interests and transforming and upgrading: This year, CR has fully implemented the “14th Five-Year Plan” for modern logistics development, conducted in-depth research on the development of modern railway logistics, closely aligned with market demands, and planned, coordinated, and acted precisely to vigorously promote the transformation and upgrading of railway freight transportation. CR is accelerating the research and development of new freight equipment and products, optimizing freight pricing policies, actively expanding the supply of general cargo, and vigorously developing logistics outsourcing services. Focusing on promoting the high-quality development of railway freight transportation, CR is continually looking for ways to optimize and upgrade the 95306 system’s functions, establishing mechanisms for collecting, handling and customer feedback. It embodies the fundamental purpose of “People’s Railway for the People” in concrete practices to continuously enhance the user experience.
With a solid start and a clear goal, the railway department will serve as the “locomotive” driving China’s modernization, and make unremitting efforts to improve railway transportation service guarantee capabilities, contributing to the successful start and progress of building a modern socialist country in all respects.
