Grounded in the establishment of a new development paradigm, CR adheres to the directions of marketization, legalization, and internationalization. It deepens reforms and innovations in railway freight transport, actively promotes the construction of a modern railway logistics system, and better leverages the railway’s backbone role in the comprehensive transportation system and modern logistics system to provide strong support for accelerating the construction of a unified national market, facilitating domestic and international dual circulation, and ensuring the stable operation of the national economy.
Firstly, CR is improving the modern logistics operation mechanism. In response to the development trends of the modern logistics market and guided by customer demands, reforms have been made to the original railway freight organization system. Following the “one province, one center” principle, regional railway logistics resources have been integrated, and 39 railway logistics centers have been established nationwide. These railway logistics centers, as the main market operators of railway logistics business, benchmark modern logistics enterprises in terms of management models and fully implement market-oriented operations. Leveraging the advantages of railway transportation in large capacity, all-weather operation, and environmental friendliness, CR strengthens comprehensive and strategic cooperation with key enterprises, vigorously develops integrated logistics solutions tailored to enterprises’ needs, and deepens integration with other transportation modes such as highways and waterways to streamline transportation processes, improve efficiency, reduce logistics costs for enterprises, and integrate railway logistics products into the industrial supply chains of enterprises.
Secondly, CR is optimizing the supply of railway logistics products. It adheres to market and goal orientation, focusing on customer needs, and enhancing the stability, cost-effectiveness, and timeliness of railway logistics products. CR continuously builds a railway logistics product system that meets diverse demands, striving to achieve product diversity, stable block train services, and reliable end-to-end logistics. Through market means, CR continues to promote the “road to rail” transportation mode. With a focus on facilitating urban-to-urban, regional, and port logistics, CR is building a network of fast and punctual railway express products such as high-speed rail express, multi-linked express, and rail-sea express to create a national logistics circle for goods delivery within 1, 2, and 3 days. Currently, 340 direct railway express trains have been operated nationwide, including multi-linked express products, leveraging trains and roads, covering all provincial capital cities and rail-sea express products, leveraging trains and liners, covering all major ports nationwide. Additionally, there are 87 routes for CRE trains, covering 108 cities domestically and reaching 217 cities in 25 countries across Europe, almost covering the entire Eurasian region.
Thirdly, CR is strengthening the innovation and deployment of railway logistics equipment. By fully meeting the demands of the logistics market, CR continues to improve its comprehensive logistics equipment system. It has developed 15 new types of containers tailored to various cargo transportation needs, including large-volume inland containers for lightweight and bulky goods, coil containers for steel transportation, and top-opening containers for grain transportation. Among these, 9 were successfully put into operation and well-received in the market. Currently, CR is accelerating the research and trial operation of new equipment such as automotive containers for transporting commercial cars, ventilated containers for transporting soybean meal, and liquid tank containers for transporting hazardous materials like sulfuric acid. Moreover, in service of the development of new energy industries, CR actively promotes research on safety technology and innovation in railway transportation equipment for new energy vehicles, photovoltaic components, lithium batteries, liquefied natural gas, and other related equipment, striving to build a modern railway logistics equipment system suitable for all categories of logistics.
Fourthly, CR is driving the transformation and upgrading of railway logistics stations. While advancing railway construction in a scientific and orderly manner, CR closely aligns with the overall plan for national logistics hubs. It has established 165 railway logistics bases nationwide, effectively integrating into logistics parks, industrial parks, ports, and border ports. In line with the needs of modern logistics development, CR continues to improve the comprehensive service functions of railway stations, such as multimodal transportation and warehousing distribution centers, promoting the transformation and upgrading of freight stations. CR is accelerating the construction of dedicated railway lines and enhancing their operation service quality. The connectivity level of important hubs, as well as their freight consolidation and distribution capacities, have been continuously improved, with about 80% of goods concentrated on over 8,000 dedicated lines to their destinations. This has reduced short-distance transshipment of goods and lowered logistics costs.
Fifthly, CR is enhancing the quality of railway logistics services. It continues to deepen the construction of the 95306 freight service platform, striving to create a convenient and efficient smart service platform. It implements online and centralized handling of freight business processes, providing 24/7 services. New features have been developed, such as full-process cargo tracking and arrival prediction notifications, allowing customers to handle various freight businesses and access the dynamic location of their freight online anytime, anywhere. This has significantly improved the customer service experience. In the next step, the 95306 platform will introduce services such as multimodal transport “single-order” transportation, logistics finance, online freight platform, and ocean freight booking, providing customers with more powerful “door-to-door” comprehensive logistics services. At the same time, active cooperation with the General Administration of Customs has led to innovative railway fast clearance models, enabling export goods to complete customs procedures in the mainland, significantly improving port clearance and transportation efficiency, and enhancing the resilience and security level of the international industrial supply chain.
It is understood that the ongoing deepening of railway freight reform and innovation, along with the accelerated construction of the railway modern logistics system, has greatly enhanced the operational quality and market competitiveness of railway logistics products.
