CRE Trains Are “Speeding up”
On the morning of April 29, the No. 75030 CRE train, loaded with fifty forty-foot containers, departed from Shanghang Railway Station which is located in an old revolutionary base area in western Fujian. This train, heading for Europe, will pass through Novosibirsk and Yekaterinburg, and finally reaches its destination in Moscow. It is the first CRE train that originates from western Fujian.
“To properly organize the transport of the CRE train, we optimize the freight yard layout, increases equipment and facilities, and works out relevant plans in a scientific manner, giving priority to CRE’s acceptance of goods as well as the loading and coupling of wagons. And persistent efforts have been made to optimize the operation processes including turnaround, shunting and freight delivery” introduced by Zhang Wei, chief of the Freight Transport Section of Longyan Train Operation Depot. The depot seizes the opportunity presented as the city of Longyan works to build a high-quality development demonstration zone in the old revolutionary base of western Fujian and establishes a road-rail intermodal transport logistics base in Fujian, Jiangxi and Guangdong. With the better cooperation with Longyan International Logistics Co., Ltd., Longyan Customs and other competent authorities, the depot is to improve the efficiency of CRE trains amid transport organization, customs declaration, goods inspection, as well as loading and unloading, so as to further clear the corridors between the old revolutionary base area and European countries.
The operation of CRE trains has not only reassured the local enterprises in Fujian about the future prospects but has also brought about positive energy top facilitate the revival of the regional economy.
With vigorous efforts for more than a month, Quanzhou has overcome the impacts of the epidemic and has been revitalized from a sudden halt to economic and social activities. On April 21 when Quanzhou was classified as low risk, Quanzhoudong Railway Station contacted us immediately and gave strong support for us to resume work and production smoothly.”
Logistics bottleneck broken by the “one enterprise one policy” approach
Since April, Meilin Railway Station of Nanchang Station Depot had received a mass of goods, but the special line with a restricted unloading capacity due to the track length could only unload 13 wagons at the same time. On April 24, in order to fulfill the unloading plan of 42 wagons, the station strengthened the dispatching communication, optimized the operation organization, flexibly adjusted the shunting operation plan, accelerated the vehicle turnaround, and finally vacated the tracks, so as to meet the unloading demand. However, additional 20 coal wagons arrived unexpectedly for unloading at this tough moment.
Although the station had stood at its unloading capacity limit for the tracks available, in order to prevent the overstock affecting the consignor’s production plan, the station initiated the emergency mode of decentralized unloading among stations, promptly diverted these 20 wagons to Nanchangbei Railway Station and successfully completed the unloading task on the same day. “I thought this batch of goods would be subject to overstock for several days, thus our production would be delayed. Merlin Railway Station surprisingly transferred the wagons to Nanchangbei Railway Station for unloading. Such a time-saving and efficient mode.” Xiao Hao, Business Department Manager of Jiangxi Hongyu Energy Development Co., Ltd., highly praised the railway service as “flexible unloading and express delivery” to satisfy all the customers.
In order to meet the feldspar transport demand of Yichun Liuhe Logistics Co., Ltd., Yichunxi Railway Station of Yichun Train Operation Depot also worked out a “tailor-made” transport plan. Facing the lack of containers on hand, the station initiated the emergency coordination and cooperation mechanism to timely made up the deficiency in empty containers at the station and at the same time requested additional high-sided wagons and flat cars, and urged its freight service officer to guide the enterprise for timely loading and unloading at the private siding. A total of 5,000 tons of feldspar carried by 92 containers were transported to Hukou county of Jiujiang within just 3 days, putting a satisfactory end to this emergency transport task.
“Last mile” cleared to ensure efficient freight transport
“What do you expect for the loading today?” “We need a higher frequency for pick-up and delivery and more operation workers...” Recently, Peng Guiru, Deputy Director of the Freight Dispatching Office of CR Nanchang recently made frequent phone contacts at the dispatching desk with the freight department of each station depot to clarify the transport demands, and wrote the key and difficult points gathered from more than 30 main loading stations on a piece of white paper. Such key and difficult points were then brought to a production shift handover meeting, to facilitate coordination and cooperation among departments and to clear troubles at the transport frontline.
CHINA RAILWAY demonstrates its “strong sense of responsibility” in facilitating “smooth freight transport”. CR Nanchang has firstly implemented precise epidemic prevention and control strategies, while coordinating and deploying manpower, materials and equipment, giving full play to the advantages of railway transport as a “giant linkage system”, and building an “alliance to ensure efficient supply” in all links including scheduling and dispatching, transport, loading and unloading, vehicles, and making all-out efforts to ensure smooth logistics and stable industrial and supply chains. Secondly, it sped up the construction of special lines and focused on enhancing the capacity of the supporting logistics base of railway terminals. With a steady increase of car loadings since April, CR Nanchang has renewed the record three times for daily car loading and unloading.
At the same time, the track maintenance, power supply and other departments under CR Nanchang have carried out maintenance window for facilities and equipment proactively, to ensure the railway lines safe and clear. The vehicle department has made constant efforts to improve the vehicle maintenance efficiency and strictly control the quality of wagons. In addition, the locomotive department has allocated sufficient personnel to improve the train operation efficiency.
In an effort to ensure the transport of key supplies such as anti-epidemic items, thermal coal, petroleum, fertilizer and grain, CR Nanchang gave priority to vehicle allocation, wagon loading and unloading, while strengthening communication and coordination with local governments and key enterprises, keeping a close track of demands, to ensure allocated transport capacity. It also opened green channels, consolidated local transfer at the two ends of railways, and cleared obstacles in the “last mile” to ensure the rapid delivery of all kinds of materials, and make every effort possible to ensure smooth logistics.
