Railway Honors its Social Responsibility in Freight Transport by Serving National Economy and the People's Livelihood

  Since the outbreak of the novel coronavirus pneumonia epidemic, the railway sector has resolutely implemented the spirit of General Secretary Xi Jinping's important instructions and the deployments of the CPC central Committee and the state Council. Based on the current situation and with a long-term perspective, while consolidating the epidemic prevention and control, the railway sector has undertaken the responsibility of serving the national economy and the people's livelihood and maintaining the national economic and social order, made all-out effort to ensure the safe, smooth and orderly railway freight transportation, and made positive contributions to winning the battle against the epidemic and maintaining the stability in economy and society.

  As of February 16, the national railways have dispatched 422.694 million tons of freight cumulatively this year, an increase of 4.211 million tons year on year. The daily car loading was 147,000 cars, an increase of 2,181 cars compared with the same period last year.

  The railways efficiently and quickly transported epidemic prevention and control personnel and supplies, saving precious time for winning the battle.

  On February 9, the National Development and Reform Commission, the Ministry of Commerce and the Ministry of Finance urgently allocated 2,000 tons of central-reserve frozen pork from Shanghai to Wuhan. After receiving the task, the national railway system urgently assembled 12 groups of special cars to Shanghai and transported the frozen pork to Wuhan in 5 dedicated trains. At 7:00 on the Feb 11, the first dedicated train arrived in Wuhan in only 20 hours, which was 16 hours shorter than conventional transportation.

  Since the battle of epidemic prevention and control started, China State Railway Group Co., Ltd. has established efficient communication with relevant authorities of the joint prevention and control mechanism under the State Council to collect transportation needs in a timely manner. It has strengthened dispatching and commanding, opened up green channels, handled special cases with special methods, treated urgent matters quickly, and used various resources such as high-speed trains, conventional passenger cars/baggage cars and complete wagons, and especially brought into play the advantages of high-speed trains in speed and convenience, to quickly transport epidemic prevention and control personnel and supplies to key epidemic prevention and control areas such as Wuhan, fully supporting the battle of epidemic prevention and control. As of February 16, CHINA RAILWAY has transported 6,711 batches (97,539.9 tons) of epidemic prevention and supporting supplies, including 4,950 batches (15,859.8 tons) of epidemic prevention supplies and 1,761 batches (81,680.1 tons) of living supplies. It has provided transport service for a total of 6,347 medical workers and experts (in 187 groups) aiding Hubei.

  The railway sector has deeply exploited the potential freight sources, focused on the freight volume increase of key supplies, and made all-out efforts to support the national economy and people's livelihood.

  In this battle without gunsmoke, CHINA RAILWAY has made every effort to organize the transportation of key supplies such as coal and grain, effectively connected the supply and demand sides, and formulated the precise transportation plans in the principle of "one policy for one enterprise", further demonstrating its motto "the people's railway is for the people" in helping enterprises resume production and ensuring the people's livelihood.

  For coal transportation, CHINA RAILWAY has made its focus on the key areas, optimized transportation organizations of the coal corridors such as Datong-Qinhuangdao Railway, Tangshan-Hohhot Railway, Watang-Rizhao Railway and Haolebaoji-Ji’an Railway, and made all-out efforts to ensure the coal for power generation, heat supply and residents' heating. China Railway Taiyuan Group Co., Ltd. has fully used Datong-Qinhuangdao Railway as a coal transportation corridor, improving efficiency in car requesting and car loading, and ensuring that cars can be immediately loaded and then dispatched when they are available. Hohhot, Baotou, Jining and Wuhai freight centers of China Railway Hohhot Group Co., Ltd. have communicated with coal production enterprises and power plants within their scope of operation via the Internet and telephone, timely collected the information of coal sources, daily consumption of thermal coal, coal storage, etc., and cooperated with enterprises to study and formulate transportation plans. As of February 16, the national railways have dispatched 209 million tons of coal this year, with a daily car loading of 63,722 cars, directly providing the power plants across the country with a coal storage enough for 22.8 days of consumption on average

  In grain transportation, CHINA RAILWAY has optimized the transportation capacity arrangement, strengthened the loading and unloading organization and the guarantee of empty vehicles, and implemented the elaborated and targeted dispatching and command to fully satisfy the people's livelihood. In Northeast China, the main grain producing area in China, China Railway Harbin Group Co., Ltd. and China Railway Shenyang Group Co., Ltd. have implemented preferential policies of "priority acceptance, consignment, empty car distribution, loading, coupling for transportation and unloading" for grain transportation, to ensure the grain in "Beidacang" can be smoothly transported outward. As of February 16, the national railways have dispatched 9.065 million tons of grain cumulatively this year, an increase of 174,000 tons year on year, with a daily car loading of 3,009 cars, up 45 cars year on year,.

  In the current spring ploughing season, the railway authorities around the country have coordinated their transport capacity to actively transport seeds, chemical fertilizers and other agricultural supplies, providing a "timely rain" for spring ploughing.

  Although affected by the epidemic, a large number of factories and mines have postponed the resumption of operation and production, all CR regional groups have earnestly implemented the deployments of CHINA RAILWAY and actively increased the transport volume and revenue. In early and mid February, the railway freight volume increased year on year, especially the transportation of containers and metallurgical materials have maintained a good growth. As of February 16, the national railways have dispatched 42.35 million tons of containers this year, a year-on-year increase of more than 19%, with open-top container traffic up 46.3%.

  CRE trains have demonstrated its role as the "steel camel caravan" and ensured the safe, smooth and orderly transportation of import and export goods.

  At 16:00 on February 10, 43-car X8074 train, the first CRE train originated in the Yangtze River Delta after the Spring Festival, set off from Yiwu West Station carrying 86 containers of automobile parts, marking the full resumption of normal operation of the CRE trains originating at Yiwu.

  After the Spring Festival, the CRE trains have resumed normal operation in some regions. Focusing on both the epidemic prevention and control and the transportation/production, the railway sector has strengthened the coordination and communication with the local governments, customs and other authorities, to improve the efficiency of train customs clearance and ensure smooth handover at border ports. It has carefully organized the freight sources, container sources, car sources and labors, carefully formulated the operation plans for CRE trains, optimized their handling process, and implemented the one-stop and one-package services. It has ensured the "priority consignment, loading and coupling" for cargoes of CRE trains, and made all efforts to meet the requirements of customers.

  On the basis of ensuring the traffic volume, the railway sector has strengthened the whole-process monitoring on transportation organization, intensified the collection and distribution, and strengthened coordination and linkage with relevant authorities to firmly build a safety barrier of transportation.
